Subject: [PATCH] chore: add default configuration for git-cliff

Adds a default configuration file for git-cliff to manage the
changelog generation process. This configuration includes templates
for the changelog header, body, and footer, as well as settings for
parsing commits following the conventional commits specification.
The change aims to streamline the process of documenting notable
changes in the project, improving maintainability and consistency.
