A leader stopped gracefully usually exited with code 1 after an Unhandled exception: Channel is closed, leaving its systemd unit failed. It now finishes its shutdown before exiting #2520
A leader stopped gracefully could remove every follower from the in-sync replica set on its way out, so the survivors won the election, found they weren't in the ISR and exited, leaving the cluster down until the old leader came back. The etcd lease is now revoked before the shutdown goes on, so the ISR writes from the disconnecting followers are refused #2500
